Session Description

The US surface transportation finance system is broken. The combination of improving vehicle fuel economy (the CAFE standards call for 54 miles per gallon for new cars by 2025) and the reluctance of most state and federal politicians to increase the tax on motor fuel means that the traditional source of funding for transportation will continue to lag well behind demand. Mileage based user fees are often mentioned as the logical solution to this problem, although some observers believe that technology and privacy issues mean we are looking at a 20-25 year time horizon before this can happen. Others see opportunity with programs that begin with specific classes of vehicles: electric cars and hybrid vehicles or perhaps trucks. This session will highlight the latest thinking (including a summary of the fourth annual symposium on mileage based user fees held in April 2012) and perhaps stimulate a debate between optimists and pessimists.
