Description of Paper:
Many US government, academic and consultancy reports generated in the past several years call for VMT charging to address transportation funding, congestion, emissions levels, and national security. One execution problem is that GPS navigation signals for calculating VMT charges are threatened in urban areas. Industry has started to develop standard ways of expressing and measuring charging reliability. Such standards will be critical for interoperability, reliable financial transactions, ways to make assess charges irrefutable, system assessment, system acquisition, and certification. This paper examines progress made in technology and international standards to ensure reliable charge calculation and performance monitoring.
