Description of Paper:
This paper reports on a promising application of technology that could support a low-cost truck-based VMT fee system in the United States. New York State was used as a test bed. The results show that a VMT fee system could generate significant new funds (up to $3 billion on a national basis) without a change in basic rates. The operating costs are lower than that of all sources of user fees other than motor fuel tax collections. In addition to raising more funds for transport investment, the system has important environmental, safety, and livability implications.
